President Xi proposed at the National Conference on Work of Public Communication and Culture that greater efforts should be put to strengthen and improve the work of international communication, and promote the dissemination and influence of Chinese culture. Chinese civilization is extensive and profound with a long and continuous history, and has made brilliant achievements through reform and innovation. Extending the reach and appeal of Chinese civilization is of great and far-reaching significance to lifting China’s cultural soft power, creating a favorable external environment for China’s development, enriching world civilizations, and promoting human civilization.

General Secretary Xi Jinping pointed out that excellent traditional Chinese culture bore the wisdom and essence of the Chinese civilization and was the origin and soul of the Chinese nation. Only by understanding ancient China can we understand today’s China’s choices of path and system and know where China is headed. Today, more attention is attached to the fine traditional Chinese culture, and the Chinese civilization is showing its ever-new charm and style. Excellent traditional Chinese culture has provided us with sufficient confidence in our own culture in the world cultural turmoil, and has also offered valuable resources to present a true, multi-dimensional, and panoramic view of China to the world. Based on the land of China, we should extract and display the spiritual symbols and cultural essence of the Chinese civilization and tell the story of the Chinese civilization. We are supposed to shed light on the civilization of China and the nature of this country, illustrate Chinese people’s views on the universe, the world, society and ethics, and showcase the long history and cultural heritage of Chinese civilization, so that the world can see China as a great country with more than 5,000 years of civilization and truly understand China’s past, present and future. 

The Chinese civilization is both historical and modern. By giving rise to a unified new culture that enables Marxism to become Chinese, and fine traditional Chinese culture modern, our Party has united and led the people in opening up and developing socialism with Chinese characteristics on the basis of the profound Chinese civilization of more than 5,000 years, successfully embarked on the path of socialism with Chinese characteristics, and endowed the Chinese civilization with modern strength. Currently, China is carrying out the most ambitious, unique and practical innovation in human history. 

China has achieved a development miracle rarely seen in the world and magnificent innovation and creation, which have provided a rich source of material for displaying the vigor and vitality of the Chinese civilization. We should take the initiative to tell the stories of the CPC’s governance, Chinese people’s struggle to realize their dreams, and China’s commitment to peaceful development and win-win cooperation, so as to help foreign people understand why the CPC is capable, why Marxism worked, and why socialism with Chinese characteristics succeeded. Based on the practice of China’s development, our Party comprehensively shed light on China’s concepts of development, civilization, security, human rights, ecology, international order and global governance, which embodies the Chinese spirit, values and strength. We have also made it clear that China is growing into a force for world peace and offering shared opportunities for all countries.

To extending the reach and appeal of Chinese civilization, efforts should be made to accelerate the formation of systems of Chinese discourse and Chinese narrative. Concept is the cornerstone of constructing discourse system. In the new era, China has put forward a series of major concepts, such as building a community with a shared future and common values for mankind, which have struck a chord in the international community and become a symbol for the world to understand China. We should use Chinese theory to explain China’s practice, use Chinese practice to enrich China’s theory, and create new concepts, categories, and expressions that connect China and the rest of the world, so as to better display the Chinese stories and the ideological and spiritual force behind them. We ought to innovate expressions in our discourse, grasp the habits and characteristics of different foreign audiences, combine what we want to tell with what foreign audiences want to hear. We are supposed to tell Chinese stories and voices using global, regional, diversified expressions, combine “speaking by oneself” and “narrating by others”, find points of empathy and resonance to make our international discourse more persuasive and inspirational.

Enhancing exchanges and mutual learning with other civilizations with an open and inclusive mind is a vital way to extend the reach and appeal of Chinese civilization. We should adhere to the concept of equality, mutual learning, dialogue and inclusiveness, deepen people-to-people and cultural exchanges in all forms, facilitate people-to-people and cultural exchanges with other countries through various ways, and promote Chinese culture to the world. We will give better play to the role of high-level experts, and make use of platforms and channels such as major international conferences, forums and mainstream media in other countries to make our voices heard. It’s also imperative to leverage research institutions, schools, enterprises and social organizations to strengthen exchanges among civilizations, and mobilize all sectors to work together. We will use new media and new technologies to innovate ways and forms of exchanges and dialogue among civilizations, lift communication efficiency, and present a more vivid and colorful image of China.
