On November 14th, the National Conference on Construction, Investment and Financing of Cultural and Tourism Projects was held in Shanghai. Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, this conference put the guiding principles of the 20th National Congress of CPC, the National Conference on Work of Public Communication and Culture and the National Financial Work Conference. After reviewing the construction, investment and financing of cultural and tourism projects these years, the Party analyzed the current situation and arranged the key tasks of the next stage to advance high-quality project construction and development of cultural and tourism. Du Jiang, member of the Party Group and Deputy Minister of the Ministry of Culture and Tourism, and Zhao Jiaming, member of the Standing Committee of the Shanghai Municipal Party Committee and Minister of Publicity, attended and addressed the meeting.

Participants pointed out that in recent years, the cultural and tourism system has faithfully carried out the decisions and deployments of the Party Central Committee and the State Council and used combined approaches in facilitating project construction, boosting enterprise financing, and scaling up industrial investment. Great efforts have been made to continuously optimize industrial investment and financing services and environment, fully boost industry investment confidence, and guarantee the high-quality development of the cultural industries and tourism.

Meanwhile, the meeting highlighted the truth that China had entered a new stage of development, and the new round of technological revolution was constantly giving birth to new products, new formats, and new models. People’s higher requirements for the supply of cultural and tourism products forced tourism investment projects to shift from high-speed growth to high-quality development. Focusing on the construction of cultural and tourism projects is not only an urgent task to stabilize economic growth, but also a long-term strategy to bolster development momentum. In the process of project construction, we must firmly concentrate on the key tasks, stimulate investment growth and industrial structure optimization with high-quality project construction, steer new demand with high-quality supply for better matching and connection between supply and demand.

The meeting called for a full understanding of the significance of finance and social capital in advancing the construction and industrial development of cultural and tourism projects. China is supposed to deepen cooperation between culture, tourism and finance, and build a high-level investment and financing service system. We need to adhere to putting the leading role of major cultural industry projects into good use, do a good job in project planning, demonstration, and reserve, activate and enhance tourism old projects, and optimize new projects. We must make full use of fiscal, tax, and financial policies to optimize financing and investment, and create a new situation in the construction, investment and financing of cultural and tourism projects.

This conference is hosted by the Ministry of Culture and Tourism. At the meeting, the Ministry of Culture and Tourism respectively signed strategic cooperation agreements with Export-Import Bank of China and Agricultural Bank of China. The Export Import Bank of China, Industrial and Commercial Bank of China, and Agricultural Bank of China have respectively released cooperation matters on financial support for the high-quality development of the cultural industry and tourism. Representatives from the first batch of national cultural and financial cooperation demonstration zones, cultural and tourism administrative departments, financial institutions, and cultural and tourism enterprises delivered speeches. An exhibition of excellent cases of cultural, tourism, and financial cooperation was also set up at the venue.

A total of 150 people attended the meeting, including Sun Zhijun, Chairman of the China Cultural Industry Investment Fund, Chen Yin, Secretary of the Party Committee and Chairman of the China Tourism Group, officials from relevant central departments, officials from departments and bureaus related to the Ministry of Culture and Tourism, officials from cultural and tourism administrative departments and industry development offices of various provinces, autonomous regions, cities and those with independent planning, Xinjiang Production and Construction Corps, and representatives from cultural and tourism financial service centers, financial institutions, and cultural and tourism enterprises.
