“The State Council and the CPC Central Committee’s Guidance to Implement New Development Ideology and Realize Carbon Peak and Carbon Neutrality” was established on October 24^th.

    It’s wrote in the “guidance” that the carbon peak and carbon neutrality were significant strategic decisions made by the CPC Central Committee with Xi Jinping as it’s core when coordinating domestic and international situation. It’s a necessary choice to solve prominent resource and environmental problems and to realize sustainable development of Chinese nation as well as a solemn promise to construct a community for mankind with a shared future.

    On September 22^nd, 2020, general secretary Xi Jinping announced on the 75^th general debate of the UN General Assembly that China would strive to realize carbon peak before 2030 and carbon neutrality before 2060.

    The “guidance” stressed that the government needed to follow Xi Jinping thoughts for socialism with Chinese characteristics for a new era, Xi Jinping’s ecological civilization thoughts and the spirit conveyed in the 19^th CPC National Conference and the 2^nd, 3^rd, 4^th and 5^th plenary session of the 19^th central committee. Relating departments needed to have a good understanding of the new development stage; implement new development ideas; construct new development structure and stick to systematic concept, so as to treat the relationship of the development and emission reduction, the whole and a part as well as short term and middle and long term. The country should included carbon peak and carbon neutrality into the plan of economic and social development; see economic and social development as well as green transformation in all aspects as leads and view green energy and low-carbon development as the key, so as to shape industrial structure, production mode, life style and space structure conducive to resource saving and environmental protection as well as to step on the high-quality development road of ecological priority and green and low-carbon way.

    The “guidance” clarified that if China wanted to meet the goal of carbon peak and carbon neutrality, it must stick to principles of “national plan, prioritizing saving, double driving force, free circulation at home and abroad and risk prevention” as well as bring up five goals of constructing green, low-carbon, recycling and developing economic system, improving the efficiency of energy use, increasing the consumption rate of non-fossil energy; lowering carbon emission and enhancing the ability of carbon sink of the ecological system.

    The “guidance” clarified the priority of the carbon peak and carbon neutrality. First, promoting a green transformation in all aspects to develop economy and society. Second, adjusting industrial structure. Third, accelerating the construction of a energy system that was clean, low-carbon, safe and highly-efficient. Forth, speeding up the building of a low-carbon transportation system. Fifth, improving the quality of green and low-carbon development in urban and rural areas. Sixth, enhancing the development and application of green and low-carbon technology. Seventh, improving the ability of carbon sink. Eighth, improving the level of green, low-carbon development of opening to the world. Ninth, improving laws and stipulations as well as statistical monitoring systems. Tenth, improving policy mechanism.

    “Guidance” stressed that the government must spend more effort on implementation. The CPC Central Committee must enhance it’s unified leadership, improve plan and coordination, clarify the responsibility of local government and be strict in supervision in the process of achieving carbon peak and carbon neutrality.
