From October 10^th to 11^th, Hu Heping, minister and secretary of leading party group of the Ministry of Culture and Tourism, conducted a survey for a fixed-point poverty alleviation in Bama Yao Autonomous County in Hechi City of Guangxi Zhuang Autonomous Region. He went to Xingren Village and Renxiang Village of Jiazhuan Town in Bama County to visit poverty-stricken families and officials from the Ministry of Culture and Tourism serving temporary positions, as well as to inspect Bama International Health Tourism School, Bama International Tourist Distribution Centre, 24-hour Smart Library, Bama Longevity Museum and other places to get a clear understanding of local economic development and poverty alleviation. He also exchanged ideas with officials and those serving temporary positions. Hu Heping was accompanied by Fan Xiaoli, publicity minister and member of the standing committee of the Guangxi Zhuang Autonomous Region CPC committee.

    Hu Heping said that general secretary Xi Jinping stressed that fixed-point poverty alleviation conducted by party, government and military organs as well as enterprise and public institution was an important component of poverty alleviation and development with Chinese characteristics and a presentation of political and institutional advantages. Xi Jinping cared a lot about the poverty alleviation in the Bama Yao Autonomous County. We needed to learn and implement Xi Jinping’s important conclusions about poverty alleviation; to improve our political stance; to enhance a sense of responsibility and to implement every task of poverty alleviation. The leading party group attached great importance to fixed-point poverty alleviation; held multiple conferences to study the plan of pairing assistance; offered financial and industrial supports by relying on characteristic advantages; appointed officials serving temporary position in poverty-stricken counties; helped Bama to strengthen the plan of tourism; improved the level of public cultural construction; increased the supply of high-quality cultural products and enhanced the protection of traditional culture. Bama’s economic and social development were improved; culture-related facilities were more and more complete on a daily bases; tourism’s leading effect was more prominent and the masses’ senses of gaining and happiness were improved. In the May of 2020, the county was no longer be rated as a poverty-stricken one, which was an achievement due to the leading of governments and party committees of every level, to the effort of the grass-roots and to active actions taken by officials responsible for poverty alleviation.

    Hu Heping stressed that fixed-point poverty alleviation was a glorious political task and a hard one that must be finished on time. Next steps for officials from the Ministry of Culture and Tourism were to improve it’s politician stance, to have a firm determination of pair assistance and to spend more effort on it. First, we needed to learn Xi Jinping’s important conclusions about the poverty alleviation and to complete the poverty alleviation. Next, we needed to enhance public cultural service and inspire poor people to have determination and skills to get rid of poverty. Third, we needed to make full use of characteristic advantages of the Ministry of Culture and Tourism and develop rural tourism and rural home-stay. Forth, we needed to promote characteristic agricultural products and push forward poverty alleviation through consumption. Fifth, we needed to make full use of resource and advantages of different departments and to work towards the same goal. Sixth, we needed to let officials serving temporary positions to do their work well and to assist the poverty alleviation.
