Luo Shugang stressed that the fourth plenary session of the 19th CPC Central Committee is a significant conference for our Party at the historical intersection of the “Two Century” goals. The Ministry of Culture and Tourism should follow the unified deployment of the Party Central Committee to study and uphold the spirit of the fourth session, enhance consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment, and enhance confidence in the path, theory, system, and culture of socialism with Chinese characteristics, as well as resolutely uphold General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and resolutely uphold the Party Central Committee’s authority. It is also required to adhere to the Party’s centralized and unified leadership, intensify the awareness of the system, and take the lead in safeguarding the authority of the system. Moreover, it is called to take actions according to the system and improve and develop it so as to ensure the implementation of every task and forge new progress in culture and tourism.

Luo noted that new progress has been seen in all-for-one tourism development. There is greater sense of achievement, happiness and safety for culture among people as the regions still persist in their development at a high level, pursue innovation in system and insist on scientific planning, quality supply, policy guarantee, the improvement of public services and the exemplary and leading role of demonstration. The first array of 71 tourism demonstrations blaze a new path of innovative development regarding the integration of culture and tourism, the poverty alleviation through tourism, the joint construction of landscape and city, the system for protecting both urban and rural residents, the ecological support, the leisure and holiday, the resource transformation, and border openness and development. In the next, all regions should place their focus on advancing institutional construction; deepening the integration of culture and tourism; push forward the upgradation of industries; addressing inadequacies of public services, beefing up the development of “red and rural tourism” and bolstering the role of guidance and exemplification. It is necessary to strengthen the leadership of tourism organizations, forge the construction of demonstration zones, consolidate the responsibility of management so as to push forward an in-depth development of all-for-one tourism and meet the needs of people for a better life. 

The conference approved the construction of national all-for-one tourism demonstration in Shanxi, releasing the first array of 71 national all-for-one tourism demonstrations. Meanwhile, eight demonstration units shared their experience and approaches. The conference also attended by principals of relevant departments including the Ministry of Culture and Tourism and cultural and tourism departments of provinces, districts, municipalities and Xijiang Production and Construction Corps, heads of the Party Committees and governments of the first array of tourism demonstration zones, as well as the third batch of students involved in the all-for-one tourism class.
