After successfully completing its agenda, the Second Session of the Fourteenth National People's Congress closed at the Great Hall of the People in Beijing on the afternoon of the 11th. The Assembly approved the report on the work of the government and the report on the work of the Standing Committee of the National People's Congress. The Assembly adopted the newly revised Organic Law of the State Council, President Xi Jinping signed Presidential Decree No. 21 and promulgate it.
The closing session was presided over by Zhao Leji, Executive Chairman of the Bureau of the Congress. The congress should be attended by 2956 delegates, the actual attendance 2900, absent 56, the number of attendees in accordance with the quorum.
At 3 p.m., Zhao Leji announced the beginning of the congress.
Congress voted to adopt a resolution on the report on the work of the government at the second session of the 14th National People's Congress. The resolution stated that the meeting fully recognized the work of the State Council over the past year, agreed with the overall requirements, policy orientation and work tasks for economic and social development in 2024 proposed in the report, and decided to approve the report.
The Conference voted to adopt the newly amended Organic Law of the State Council. This law came into force on the date of its publication.
The Conference voted to adopt the resolution of the Second Session of the Fourteenth National People's Congress on the Implementation of the National Economic and Social Development Plan for 2023 and the National Economic and Social Development Plan for 2024, and decided to approve the report on the implementation of the National Economic and Social Development Plan for 2023 and the draft National Economic and Social Development Plan for 2024, and approve the National Economic and Social Development Plan for 2024; voted to adopt the Resolution of the Second Session of the 14th National People's Congress on the Implementation of the Central and Local Budgets in 2023 and the Central and Local Budgets in 2024, decided to approve the Report on the Implementation of the Central and Local Budgets in 2023 and the Draft Central and Local Budgets in 2024, and to approve the Central Budget for 2024.

The Conference voted to adopt the resolution of the Second Session of the Fourteenth National People's Congress on the report on the work of the Supreme People's Court and the resolution on the report on the work of the Supreme People's Procuratorate, and decided to approve the two reports.
Later, Zhao Leji delivered a speech. He said that the Second Session of the 14th National People's Congress has successfully completed the agenda. Under the joint efforts of all delegates and relevant parties, the meeting was a complete success, forging the consensus, clarifying tasks, and strengthening confidence, and it was an assembly that raised the flag, made real efforts, and was united in its endeavors.
Zhao Leji pointed out that during the Congress, delegates shouldered the heavy trust of the Party and the people, performed their duties and responsibilities in accordance with the law with full political enthusiasm and a high state of mind, and conscientiously deliberated on the reports and motions, and that the results of the meeting fully embodied the unity of the Party's proposition and the people's will, and demonstrated the remarkable advantages of people's democracy in the whole process and of the country's fundamental political system.
Zhao Leji said that this year is the 75th anniversary of the founding of the People's Republic of China, and it is a key year for realizing the objectives and tasks of the "14th Five-Year Plan". It is of great significance to conscientiously implement the tasks set by the General Assembly and strive to realize the economic and social development goals for the whole year. Under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, we should adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guide, work with one heart and one mind, unite and struggle, and unswervingly push forward the modernization of the Chinese style. It is necessary to put into practice the people-centered development ideology, develop people's democracy throughout the entire process, fully respect the people's expressed will, created experience, rights and roles, stimulate the enthusiasm and vitality of entrepreneurship, innovation and creativity in the whole society, and bring together the powerful force of unity and struggle. We must be pragmatic, make real efforts, overcome difficulties and make good achievements, strive to overcome one difficulty after another, do one thing after another, accomplish one task after another, and continuously realize the people's aspirations for a better life in unity and struggle.
Zhao Leji pointed out that unity and struggle is the necessary way for the Chinese people to create historical greatness. Let us unite more closely around the CPC Central Committee with Comrade Xi Jinping as the core, unite as one, struggle and advance, and strive unremittingly for the comprehensive advancement of the construction of a strong nation and the national rejuvenation of the country by means of Chinese-style modernization.
At 3:31 p.m., Zhao Leji declared: The Second Session of the Fourteenth National People's Congress of the People's Republic of China is closed. The Congress ended with the majestic sound of the national anthem.
