Ministry of Culture and Tourism, National Cultural Heritage and National Development and Reform Commission published the Plan on Protection, Inheritance, and Promotion of Yangtze River Culture (abbreviated as the Plan hereinafter) aiming to carry out key spirits of remarks by General Secretary Xi Jinping on protection, inheritance and promotion of Yangtze River culture. 

Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a new era, the Plan thoroughly implemented spirits of the 20th CPC National Conference, deployed work on protection, inheritance and promotion of Yangzte River culture based on the following missions: holding high the great banner of Marxism and socialism with Chinese characteristics; calling on people to pull together with one mind; educating Chinese youngsters; revitalizing Chinese culture; presenting China’s image to the world. The Plan required playing the important role of Yangtze River Culture in advancing high-quality development of Yangtze River economic belt, educating people and benefiting them overall. As a result, Yangtze River culture will become a driver for common prosperity of people’s cultural life and a significant foundation for building China into a socialist culture powerhouse.

Major tasks on 7 key fronts were proposed by the Plan. First, explore and promote Yangtze River culture. To be specific, delve into the origin, characteristics and development history of Yangtze River culture, which should be promoted based on advanced socialist culture, socialist revolution culture and fine traditional Chinese culture and kept up with time. Second, fully advance protection on Yangtze River cultural relics and cultural heritage system, build the national parks with Yangtze River culture as their theme, reinforce protection and management on Yangtze River cultural relics, learn the culture from the relics and make a good use of it. With better protection on Yangtze River intangible cultural heritage, Chinese culture will be passed down from one generation to another to guarantee historical continuity. Third, create more high-quality artworks with the theme of Yangtze River which will improve cultural levels individually and socially. Besides, more guidance and support of art creation and production is needed to create more quality artworks centered on Yangtze River and reveal the beauty of Chinese history, landscape and culture. Fourth, upgrade public cultural services in Yangtze River basin by improving supplies, innovating mechanism, enhancing effectiveness, integrating resources and jointly building and sharing the facilities. Blend Yangtze River culture with public cultural products services, providing people in the region with more cultural activities of better qualities. Fifth, upgrade cultural and tourism industries of Yangtze River. More premium cultural products need to be offered and the international golden tourist belt should be fostered. Combine the development of culture and tourism in a profound way and leverage tourism as a unique role in promoting Yangtze River culture, making it more accessible，acceptable and beloved by the people. Sixth, strengthen international exchanges and communications of Yangtze River culture, propel it to go global and tell a good story of Yangtze River to make Yangtze River culture representative of the Chinese civilization. Seventh, make Yangtze River culture a leading role, leverage the unique part culture and tourism has been playing in high-quality development of Yangtze River economic belt, promote strategic alignment and regional coordination to integrate Yangtze River culture into urban and rural construction and advance coordinated development in upstream, midstream and downstream area of Yangtze River, thus improving overall social and economic development in Yangtze River economic belt regions.

The launch of the Plan acts as a guidance and guarantee to continuously protect, inherit, and promote Yangtze River culture and deepen implementation of the Yangtze River economic belt development strategy. The Ministry of Culture and Tourism will work to improve implementing effectiveness by advancing organizational coordination, improving implementation institution, put major tasks into effect and carry out key projects.
