On November 19th, the Ministry of Culture and Tourism held the conference of the spiritual counselling and study class of the the 6th plenary session of the 19th CPC Central Committee. Hu Heping, minister and the secretary of the leading party group of the Ministry of Culture and Tourism, attended the speech and delivered speeches. He said in the conference that the government needed to learn and implement Xi Jinping’s important judges of the party history and the spirit of important speeches in the conference; have a clear understanding of the achievement and historical experience of the CPC’s 100-year struggling; have a clear notion of the socialism with Chinese characteristics’ historical achievements and reform in a new era; learn wisdom and strength of the CPC’s hundred’s history; promote cultural and tourism work to a new level and greet the 20th CPC national congress with outstanding result. Attendees were members of the leading party group, including Li Qun, Zhang Xu, Wang Xudong, La Yifan, Lu Yingchuan, Du Jiang and Rao Quan.
    Hu Heping stressed the significance to have a clear notion of the 6th Plenary Session of the 19th CPC Central Committee. The conference was held at a critical time. It’s the time of the 100th anniversary of the founding of the People’s Republic of China and of the transitioning period to the second centenary goal from the first one of building a moderately prosperous society. It’s also a time for a changing situation unmet in the last 100 years and for a more complex domestic and international background. So the conference is with special time, important topic, abundant result and profound influence. Xi Jinping’s statement of party history and speech in the conference improved our understanding of the CPC history and offered fundamental guidance for us to learn the spirit of the conference. The conference passed the “Resolution of the CPC Central Committee on the Major Achievements and Historical Experience of the Party's Centennial Struggle” which summarized major achievement and historical experience of the CPC’s struggle in the last 100 years. It’s a programmatic document of Marxism as well as a political statement and action guidance for the CPC to develop socialism with Chinese characteristics to realize the rejuvenation of Chinese nation for a new era. The document also has great and far-reaching influence on party’s unified thoughts, beliefs and action to lead all Chinese nationalities to achieve successes and to create new glory. The fundamental reason for the party and the nation’s achievement laid in the leadership of the general secretary Xi Jinping and the strong leadership of the CPC Central Committee with Xi Jinping as it’s core.
    Hu Heping stressed that we needed to have a clear understanding of the resolution’s rich content, glorious journey of the CPC in the last 100 years; the historical significance and experience of the party in the last 100 years; the important requirement of seeing history as guidance and creating a future; party’s original aspiration, mission and responsibility of the last 100 years; political character to enhance self-construction and conduct self-reform; historical achievement, reform and experience of socialism with Chinese characteristics in a new era; comprehensive and systematic study of the spirit of the conference with high-level of ideological, political, and behavioral awareness; the “four consciousnesses”, “four-sphere confidence” and “two upholds” and the conference’s unified thoughts, consensus, confidence and will to spend more effort.
    Hu Heping said that the government needed to see the learning of the conference spirit as a driving force and to do the work of culture and tourism. The authority needed to learn the party’s major methods, measures and achievements to lead and enhance cultural construction by following the guidance of Xi Jinping thoughts of socialism with Chinese characteristics for a new era; stepping on the cultural development road of socialism with Chinese characteristics for a new era; pushing forward for the construction of a socialist country with strong culture; having firm cultural confidence and making full use of culture’s effect to enhance capacity. Relating departments must make full use of tourism’s leading effect for people by improving tourism products and service supply system and promoting the high-quality development of tourism. They also needed to let culture and tourism to support each other and promote the integrated development of culture and tourism. We needed to promote the education on party history; to consider the conference spirit learning as an important task of party history education; to push forward the practical event of “doing real work for people” and to hold the party branch meeting on party history education.
    Hu Heping said the government needed to do the work of following aspects. First, it needed to improve it’s political stance and political awareness and see the learning of the conference spirit as a major political task now and in the latter period. Second, it needed to enhance carefully organization, leadership and scientific planing and organize the study class to be sure that the learning could reach everyone. Third, doing the promotion and interpretation well by enabling the department media, websites and new media to promote the conference spirit with multi-dimension, multi-level and multi-channel and by enabling public cultural service institutes and art creation institutes to enhance organization and performance, so as to promote and interpret the conference spirit well in a way that people liked and understood. Forth, we needed to make good use of revolutionary resources including revolutionary heritage, museum and revolutionary tourism scenic site. To interpret the significance and content of the conference and to improve the study and promotion of the conference spirit. Fifth, it needed to focus on implement and study effect by connecting theory with the reality and enhancing the action awareness to transfer study result into the high-level development of culture and tourism.
    The conference was held online and offline. Attendees included people of the 15th guidance group of the CPC Central Committee on party history education, stuff member of departments of the Ministry of Culture and Tourism, cadres of directors or above and civil servants of second-level research or above of the disciplinary inspection group in the ministry, director of the guidance group of the party history study, it’s members of the leader group of direct subordinate institutes and cadres of directors or above; people responsible for youth theory study group, it’s members and cadres of directors and above of the leading party group of the China National Cultural Heritage Bureau and people responsible for party and political affairs in direct subordinate departments.
