China’s system is the fundamental institutional guarantee of China’s development. It’s full of distinctive Chinese character, systematic advantages and ability for self-improvement. It has been developing rapidly by “stepping on it’s own path”. China’s system reaches the dialectical unity between the theory and logic of scientific socialism and the history of Chinese social development. Meanwhile, Chinese system is open and inclusive. It’s seeks not self-isolation, but to learn all outstanding result of human civilization, so as to improve itself to be energetic and full of energy.

    We need to learn with courage. Learning is a way for civilization inheritance, a ladder for people’s growth, a foundation for the solidification of the policy and the party and a key for national prosperity. For a long time, Chinese civilization has been known for being inclusive and good at learning. According to the historical experience, developing countries’ improvement of the opening up is conducive to reduce the time of exploration and to make full use of the advantage of a latter player, so as to realize leaping development. According to Deng Xiaoping, if socialism wants to gain advantage compared with capitalism, it needs to learn all achievements of all civilizations of human society as well as to learn advanced business mode and management reflecting socialized production rules of the modern era of all countries in the world, including capitalist developed countries. After the founding of the People’s Republic of China, especially after the reform and opening-up, China has been learning from the world, from importing production line to the management of modern enterprises; from development zone to modern agriculture; from internet economy to high and new technological industries and from scientific and technological research to cultural industry. The miracle of Chinese economic development originates in the hard-working of Chinese people and the learning of the experience of people from other countries. Just like bees make honey after gathering pollen from hundreds of flowers, one becomes an expert after learning from hundreds of masters. Learning all outstanding achievements of human civilization is an important way to improve Chinese system.

    Choosing examples to learn from in a rational way and experience of other countries can solve our problems. The social reform in China won't be a repeat of that in other socialist countries, nor will it be a version of the modern development of western countries, so there's no ready example, only critical choosing and learning in the construction of modern socialism. Chinese system never directly introduce foreign practice without change, but pays attention to scientific innovation and comprehensive management. For example, "settlement movement", the former vision of modern community work, advocated to integrate social resource to serve disadvantaged groups in the society and to improve community construction to reduce social weakness. Chinese government has learned it's reasonable methods to construct a social governance system with CPC committee leadership, government responsibility, social cooperation, public participation, legal guarantee as well as improved social, legal, smart and professional level. Also, western-country-born modern enterprises system offers experience for China's SOE and modern enterprises system with clear property right, clear division of rights and responsibility, separation of enterprise from administration and scientific management. There's also the pros and cons of the social welfare system in western countries and after analyzing them, Chinese government said that the Chinese social welfare system must guarantee the basic need for production and consumption of all social members. China needs a sustainable multi-level social welfare system with a coverage of all people, coordination of urban and rural areas, clear division of rights and responsibilities and right degree of guarantee. So, we can learn that China hasn't lost itself in it's process to learn western countries' experience, but has focused on it's own needs and stuck to innovation.

    A country’s learning experience from other countries must be based on it’s own condition. It needs to combine it’s own experience with that of other countries in a dialectical way. Customs are different even in places not far from each other. Every system has it’s own condition for existence and development, so there’s no hope of success if a country use others’ without change, or it’ll fail or even put the nation’s future and destiny in question. Learning from others must be based on national condition and combine with the original system in a dialectical way, which was a representation of dialectical materialism and historical materialism. Take the relationship between the government and the market as an example. China's systematic design has abandoned developing countries' alliance on the modernization path of western countries and transcended western theories. A few years ago, neoliberalism had it's way in the world with strong push of some western countries. But China rejected the idea that the market is powerful in every aspects. China stressed that market is decisive in resource allocation as well as that government should play a better role. Chinese market system uses market economy to represent efficiency and use government regulation to represent fairness, the combination of both of which emphasize on the merits of both. The market has decisive function in resource allocation, but not all is decided by it. The government also needs to play it's role. It should carry out it's responsibility without interference to thing that's not belong to it's management. The authority needs to improve it's macro-regulation and scientific management. Dialectics and the doctrine that everything has two aspects should be used to deal with the relationship of the government and the market, which means that the effect of the market and the government should be used well. If the relation is handled well, the economic development will be smooth, or it will be hard. After a long time of hard work, China's constantly improved and maturing system will push forward the rapid development of social productivity to satisfy people's increasing need for a better life.
