In the evening of November 4^th, 2021, Chinese president Xi Jinping delivered a keynote speech named “Warm the World by the Spring Wind of Openness” at the opening ceremony of the 4^th China International Import Expo through video.

    Xi Jinping said that he was so happy to attend the opening ceremony of the 4^th China International Import Expo and to get together with new and old friends as well guests through internet. China had been a country fulfilling it’s promises and spending effort to get result. He announced implemented it’s promise to expand openness at the 3^rd expo. China overcame the influence of the pandemic and promoted the innovation and development of foreign trade, making the country the only main economy with positive growth in cargo trade, and thusly it guaranteed that the global supply was stable and contributed to the world economic recovery. Currently, the economic globalization encountered a downward trend. A boat that sailed against the current would be pushed backward if it didn’t not move forward. We needed to have a clear understanding of the developing tendency of the economic globalization; support the countries to expand openness; oppose unilateralism and protectionism and support human to step towards a better future.

    Xi Jinping stressed that opening up was a mark of China in the contemporary era. This year was the 20^th anniversary of China’s entry to the WTO. Since then, China had been implementing it’s promises made when gained access to the WTO to expand the opening-up, which stimulate China’s development and the world economy. In the past 20 years, China had been improving reform and opening-up in all aspects; seizing opportunities and facing challenges as well as taking responsibilities and contributing to the welfare of the world. China’s development and progress in the last 20 years were achieved by effort spent under the strong leadership of the CPC and by China’s improved win-win cooperation with the world. He expressed sincere gratitude to people from all walks of life and from home and abroad who witnessed the historical process and supported the opening-up and development of China.

    Xi Jinping stress that “things coming out tells what going in while the past indicates the future”. A rejuvenating country and nationality must step forward along the historical logic and development of the era. China’s determination to expand high-level opening-up would never be changed, it’s resolution to share it’s developing opportunities would never be changed and it wouldn’t change it’s will to push forward the world economy towards an open, inclusive, mutually-benefited and balanced direction.

    First, China would support real multilateralism unswervingly. The multilateral trade system with the WTO as the core was the foundation of international trade. China supported the WTO to reform towards a right direction; multilateral trade system to be more inclusive and developing countries’ legitimate rights should be protected. China would participate with an open attitude in issues including digital economy, trade and investment, industrial subsidy and state-owned enterprises; support the main way to stipulate international rules of the multilateral trade system and to safeguard the stability of the global industrial chain and supply chain.

    Second, China would share market opportunities with the world unswervingly. China would pay more attention to expand import; support balanced trade development; set up innovative demonstration zone to support import trade; optimize the import commodity list of cross-border e-commerce retailer; promote the processing of imported goods form the trade of people living near the border and increase the import from neighbourhood countries. China would also promote the integration of domestic and international trade; construct a central city of the international consumption; develop “silk road e-commerce”; build a modern logistic system and improve cross-border logistic capability.

    Third, China would push forward high-level opening up unswervingly. China would decrease the negative list of access of foreign capital; expand the opening of telecommunication, medication and other services in an order way; revise and add more to the “Catalogue of Industries to Encourage Foreign Investment” and establish a negative list for cross-border service trade of free trade experiment zone. China would participate in the international cooperation of digital economy, and green and low-carbon industries to a higher level as well would join “Comprehensive Progressive Trans-Pacific Partnership” and “Digital Economy Partnership Agreement”.

    Forth, China would unswervingly safeguard the mutual interest of the world. China would participate in the cooperation with the UN, WTO, G20, APEC, SCO and other organizations; promote discussion relating to trade and investment enhancement, digital economy, green and low-carbon and other sectors; support fair distribution and smooth circulation of vaccine and other critical medical resource and push forward high-quality construction of the “belt and road” initiative. China would actively cope with the climate change, safeguard global food and energy security and offer more aid to developing countries within the structure of the south-south cooperation.

    In the end, Xi Jinping used an old Chinese saying to express that cooperation made it easier to achieve things. The pandemic was not over yet and the world economy still had a hard way to go, so it’s more urgent to see people of every country to overcome difficulty together. China was willing to work with every country to build an open world economy and to share opportunities of openness with other countries in the world!
