Opinions of the CPC Central Committee and the State Council on Comprehensively Promoting Rural Revitalization and Accelerating Agricultural and Rural Modernization, the 18^th No. 1 Central Document guiding the work relating to agriculture, rural areas, and farmers, is released on February 21^st. In terms of culture and tourism, the document stipulates that the government should speed up the agricultural modernization, construct a modern rural industrial system, explore, inherit and innovate outstanding traditional native culture, enhance the construction of rural public infrastructure, develop routes for leisure agriculture and rural tourism and demonstration park and scientific and technological demonstration park of the integrated development of the primary, secondary and tertiary industries.

    There are five sections in the document. It’s 26 specific tasks includes general requirements, effective connection of the consolidation and expansion of achievements of poverty alleviation with rural rejuvenation, the acceleration of agricultural modernization, rural construction, the strengthening of CPC’s overall leadership of work relating to agriculture, rural areas, and farmers, the construction of a system for modern rural industry and better construction of rural public infrastructure.

    The document writes that solving problems relating to agriculture, rural areas, and farmers is a top priority of the CPC; rural revitalization is an important task of the great rejuvenation of Chinese nation and accelerate rural and agricultural modernization with the strength from the whole society. It’s also wrote that a five years transitioning period is set for counties lifted out of poverty, starting from the day when they are no longer poverty-striken countries. The aim is to guarantee that those counties can get further support after receiving help. In the transitioning period, current assisting policies won’t change, but there will be a historic change of work focus on work relating to agriculture, rural areas, and farmers, from gathering all resources for poverty alleviation to rural rejuvenation.

    Outstanding traditional Chinese culture is of precious value and distinctive effect. It’s wrote in the document that governments should guide the fashion and appearance of villages as well as protect traditional villages, traditional residence and famous cultural and historical towns and villages. More effort should be spent on the protection of cultural relics in rural areas. The authority needs to construct practice centers for civilization of a new era and to deepen activities for promoting cultural and ethical progress among the public. Relating departments should explore, inherit and innovate outstanding traditional native culture; combine protection, inheritance and exploitation and add new connotation to Chinese agricultural civilization in a new era. Chinese Farmers' Harvest Festival must be held well. In addition, governments should promote e-commerce in rural areas and help agricultural products to be sold in urban areas, so production and consumption in rural and urban areas can be connected effectively.

    Rural tourism is an important breakthrough for solving problems relating to agriculture, rural areas, and farmers. According to the document, governments should use it’s resource, enhance the construction of main roads and develop industries and tourism; improve rural public service and digital and smart social governance; improve rural comprehensive service facilities; improve service infrastructure construction including rural bus stations, cultural and sports facilities and public lighting; build industrial clusters of modern rural industrial parks, towns with strong agriculture and industry and special advantageous industries based on initial processing and deep processing of special agricultural products in producing areas in the counties; develop routes for leisure agriculture and rural tourism and perfect supporting facilities and promote the construction of development demonstration park of the integrated development of the primary, secondary and tertiary industries and scientific and technological demonstration park.
