In the afternoon of May 31st, Political Bureau of the Central Committee of the CPC carries out the 30th collective study to enhance China’s ability of international communication. Xi Jinping, the general secretary of the CPC Central Committee, stresses during the study that to do good work in telling China’s story and letting China’s voice be heard to show a true, comprehensive and three-dimensional image of China is an important task to improve our ability of international communication. We need to have a clear understanding that strengthen and enhance international communication is urgent and important under new circumstances and spend more effort on international communication to gain more say in the international society that can match China’s comprehensive national strength and international status, so as to create a favorable public opinion environment for reform and opening up and contribute to the construction of a human community with a shared future.

Xi Jinping says during the study that CPC always attach importance to foreign communication. After the 18th CPC National Congress, China pushes forward it’s international communication to stick to the right cause and be innovative; establishes clear mechanisms for domestic and international publicity; develop media with international influence; introduce Chinese culture to the international society as well as guide international public opinion and confront wrong ones. The aim is to build a three-dimensional foreign communication structure with multiple participators. China has more say and influence now, but also faces new situation and tasks. We must improve the arrangement and the top-level design, attraction of Chinese culture, affinity of China’s image, persuasion of China’s message and China’s ability to guide international opinion.
Xi Jinping says that we need to have new concepts, scopes and expressions for communication between China and the international society by constructing a system for China’s message and story, explaining Chinese practice with Chinese theory and using China’s practice to promote China’s theory so as to tell China’s stories and their power of mind and spirit in a more vivid and sufficient way. We need to explain more about the promotion of the CPC to help people in foreign countries to understand that CPC struggles for the happiness of Chinese and that why CPC, Marxism and socialism with Chinese characteristics are good. Those questions should be answered with centers of China’s spirit, value and strength and prospects of politics, economy, culture, society and ecological civilization. The answers provides theoretical support to international communication. Culture can convey our message and methods to deal with problems to change others’ opinions towards us. The government needs to illustrate more outstanding culture with Chinese characteristics, Chinese spirit and Chinese wisdom. And with confident and humble manner, the authority need to pay attention to China’s image which should be lovely, respectable and credible.
Xi Jinping highlights that the authority should promote China’s claims, wisdom and plans. China is gradually stepping towards the center of the world stage, so we are capable and responsible to play a more important role in global affairs and contribute to solve problems of all human with other countries. Relying on China’s development practice and based on more than 5000 years of civilization, we will hold high the banner of human community with a shared future and give full illustration about our views on development, civilization, safety, human rights, ecology, international order and global governance. We will continue to promote multilateralism as well as oppose unilateralism and hegemony to lead the international society to shape a more fair and reasonable new international order and to establish a new type of international relation. We need to be good at making most use of touching examples to prove that China’s development itself is already the largest contribution to the world and China offers wisdom to solve human’s problem.
Xi Jinping says that Chinese government should carry out all kinds of people-to-people communication activities to be sure that people from home and abroad are connected from the bottom of their hearts. We need to translate our advantages in the system, organization, and people in to that of communication. We need high-level experts to play a more important role and make good use of important international conference and forum, foreign media as well as other channels and platforms. Every department in every region should conduct their work based on their own features and advantages to show a colorful vivid and three-dimensional image of China.
Xi Jinping stresses that the government should improve the effectiveness of international communication by building a professional team adapt to the new era; enhance the ability of communication by strengthening the theoretical study of international communication, having good command of it’s rule and having a system for it; enable our communication to be more specific by targeting different people in different regions and different countries; improve the effectiveness and affinity of the international communication by telling China’s stories and letting China’s voice be heard in ways that are more easy to be accepted by the international society, different or different group of people; have more friends in international society who know China and are friendly to China by making friends, uniting and winning over the majority as well as enhance our capacity to have more say to handle significant problems by being better at choosing strategies and techniques to deal with different opinions.
Xi Jinping says that party committee (leading party group) of every level should add the construction of international communication ability to their ideological work responsibility system. They also need to be better at organizing and leading; to increase financial investment, promote real work and solve specific problems. Heads of governments of every level should engage in the work of international communication voluntarily. The people who are in charge of international communication must engage by themselves. The authority should train heads of governments to enable them to have more knowledge of international communication and let party organization of every level to play their part so as to encourage everyone to safeguard images of China and CPC. Party school (schools of administration) should see international communication as an important part of education. The nation need to enhance discipline construction in colleges and universities and to improve the research level of international communication.
