Promoting Culture Diplomacy, Carrying out Multi-Level Exchanges with Foreign Countries and Improving the Ability of International Communities

    Since the 13th five year plan, cultural and tourism development in China has been progressing steadily towards prosperity under the leadership of the Communist Party of China Central Committee with Xi Jinping as the core, with the support of party commissions and governments of all level and with the common effort of all social sectors. Culture leads the fashion, educates people, services the society and promotes development. Tourism has a more prominent comprehensive influence on national economy and social development. Cultural and tourism development offers strong support on the comprehensive construction of a moderately prosperous society. During the 13th five year plan, art and literature are created prosperously; public culture service is enhanced, the protection and exploitation of cultural relic are promoted; the protection of intangible cultural heritage has more achievement; cultural industry and tourism enjoy healthy and rapid growth; cultural and tourism products are of higher quality and larger number; “Going out” policy is deepened and effect larger area and the influence of Chinese culture is stronger. Culture and tourism are integrated; support each other; have more solid foundation, more vitality and strong driving forces; have better systems and mechanisms and boast more merits. Cultural undertakings, cultural industries and tourism are important supports of people’s happy lives and high-quality development and their importance and function are more prominent in the work of the Communist Party of China and the whole country.

    China should be transformed from a contributor to a leader in terms of international cultural development by enhancing the exchanges between home and abroad and between multi-level civilizations through cultural communication and tourism promotion system between China and other countries and between Taiwan, Hong Kong and Macao; the deepening of international tourism cooperation; more international recognition of Chinese cultural, spirit and value; innovating communication cooperation’s mechanism, content and method; the perfection of communication and tourism promotion systems between China and foreign countries and between Taiwan, Hong Kong and Macao and the improvement of national cultural soft power. 

1. Promote cultural diplomacy
    We need to continue to improve our ability to service head-of-state diplomacy so as to show the unique attraction of Chinese culture. We also we need to have more exchanges and corporation with more countries and governmental international organizations, with the help of G20, BRICS, Shanghai Cooperation Organization, China-Africa relation, China-Arab States relation, China-Europe relation, China-Central and Eastern Europe, China-CELAC relation and multilateral corporation mechanisms like Lancang-Mekong Corporation and northeast Asia. The government also need to explore the initiative to hold World Forum of Greatness River Civilizations and other international forums to have more communication between Chinese and foreign civilizations. The authority needs to push forward cultural and tourism development of the “Belt and Road” Initiative and deepen corporation on programs. China will also provide more assistance to neighbourhood countries’ and developing countries’ culture as well as have more cooperation with the UNESCO and the UNWTO and participate the stipulation of international cultural and tourism rules.

2. Carry out multilevel foreign exchanges

    The international influence of brand activities like “Happy Chinese New Year” and “Beautiful China” must be stronger so as to hold Chinese Culture Year and Chinese Tourism Year well. The government also need to continuously improve the international influence of cultural activities like Meet in Beijing International Art Festival and China Shanghai International Arts Festival; to explore cultural and tourism products which can meet the demand of foreign customers so as to create foreign-exchange brands; to support regions to make most of their geographic and people’s advantages so as to strengthen inter-city and tourism communication and cooperation relying on platforms like East Asian Cultural City and sister cities; to find fine cultural relics for foreign exhibition by protection and restoration of historical relics as well as archaeological and exhibition cooperative demonstration projects; to push forward international cooperation of cultural industries with digital silk road construction as the center and support various of people-to-people communication conducted by enterprises, industry association and foundation.

3. Improve the ability to spread the culture in the world.

    Chinese government needs to be innovative in the spread of culture in the international society, the center of which is tell Chinese story well; to improve the layout of Chinese Cultural Centers and China National Tourist Offices so as to give full play to the culture communication and tourism promotion of Chinese institutions abroad; to use international media social platforms and create hotspots for communication so as to promote Chinese culture in foreign countries; to guide Chinese tourists abroad, overseas Chinese students, overseas Chinese workers and overseas Chinese to spread Chinese culture and to support overseas organizations to carry out Chinese culture exhibition activities.

4. Deepen exchanges with Hong Kong, Macao and Taiwan

    Chinese government needs to improve the cultural and tourism exchange level with teenager and grassroots in Hong Kong, Macao and Taiwan so as to promote and inherit Chinese culture in those places; to have a mechanism for close cooperation with cultural and tourism departments in Hong Kong and Macao so as to support the culture and tourism to be better integrated into the national development plan as well as to deepen people-to-people cultural and tourism cooperation, establish and complement measures to benefit Taiwan in cultural and tourism fields so as to share country’s development opportunities.

    In the new era, Cultural Exchange Organization of Presenting China to the World will contribute to the improvement of the national cultural soft power and the building of a country with a strong socialist culture. So we will hold high the banner of socialism with Chinese characteristics; complement the spirits of the 19th CPC National Congress and the Second, the Third, the Fourth and the fifth Plenary Sessions of the 19th CPC Central Committee; follow the guidance of Marxism-Leninism, Mao Zedong thought, Deng Xiaoping Theory, the important thought of three represents, Scientific Outlook on Development and Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era; carry out CPC’s basic theory, basic line and basic strategy; focus on the overall plan of economic construction, political construction, cultural construction, social construction and ecological civilization construction; follow the strategic plan of building a modern socialist country in an all round way, deepening reform, law-based governance of the country and strengthening Party self-discipline; based on the new stage of development; complement new development theory; build new development structure; carry out the missions of keeping a firm conviction, winning the people's support, cultivating new generations of people, advancing culture, and presenting China's positive image; have firm cultural confidence; enhance cultural consciousness; stick to the general principle of seeking progress while keeping performance stable; meet people's ever-growing needs for a better life with the theme of promoting high-quality development of culture and tourism, the main focus of deepening the supply-side structural reform and the fundamental driving force of reform and innovation; realize the coordinated development of development and safety; spend effort to carry out the promotion and improvement projects of social civilization; build an art creation system for a new era, a system to protect, inherit and exploit cultural heritage, a modern public cultural service system, a modern cultural industrial system, a modern tourism system, a system for modern cultural and tourism market and a system for cultural communication and tourism promotion with other countries and with Hong Kong, Macao and Taiwan; use the culture to cast our soul and to enable people to be more powerful; develop tourism for people and let tourism play the leading role and integrate culture and tourism to realize innovative development.
