In the afternoon of October 18^th, the 34^th collective study was organized in the Political Bureau of the Central Committee of the CPC Central Committee. Xi Jinping, general secretary of the CPC central committee, stressed that in recent years, internet, big date, cloud computing, AI and block chain witnessed accelerated innovation and gradually integrated into the whole process and all sectors of economic and social development. The fast speed, large effected area and strong influence of digital economy were unprecedented. Digital economy was becoming a key force to reorganize the global factor resource, to reshape global economic structure and to change global competing structure. Chinese government needed to coordinate the plan for the rejuvenation of Chinese nation and the changing situation in the world unseen in the past 100 years; take into the consideration of the domestic and international situation as well as development and security; make full use of a large amount of data and abundant application scene; support the high-level integration of digital technology and real economy; improve the ability of traditional industries to upgrade and transform; support the creation of new industries, new business and new mode and make China’s digital economy better and stronger.

    Professor Lu Jian, academician of Chinese Academy of Science and president of Nanjing University, gave an illustration of the problem and offered working suggestions. People from the Political Bureau of the Central Committee listened to his speech and started a discussion.

    Xi Jinping gave a speech in the study. He pointed out that since the 18^th congress of the CPPCC, the CPC Central Committee considered it important to develop digital economy; implement the strategy to build a country with strong internet and the national big data strategy; expand economic space on the internet; support all kinds of innovation based on the internet; promoted the high-level integration of the internet, big date and AI with real economy; build digital China and a smart society; promote digital industrialization and industrial digitalization and create a digital industrial cluster with international competence. Chinese economy developed rapidly with significant achievements. Particularly, since the outbreak of the pandemic, digital technology and economy had been playing an important role in the fighting against the pandemic and in the recovery of production and consumption.

    Xi Jinping stressed that developing digital economy was a strategic choice to gain a promising position to make full use of advantages of a new round of technological innovation and industrial reform. First, the healthy development of digital economy was conducive to construct a new development structure. Digital economy and technology would promote the rapid and convenient circulation of all kinds of resources as well as the accelerated integration of all kinds of market players; assist market players to reconstruct the mode of the organization; realize development straddling different sectors; break through the limitation of time and space; extend industrial chain and enable the domestic and international economy to flow in a more smooth way. Second, the healthy development of digital economy was conducive to push forward an economic system of construction modernization. Digital economy was highly innovative in nature, penetrated into other areas easily and covered multiple fields. It’s not only a new economic growing point, but also a base to upgrade and improve traditional industries, so it’s a driving force to build a modern economic system. Third, the healthy development of digital economy was conducive to form a new advantage of national competition. In the current era, digital economy and technology were opportunities for world industrial reform as well as scientific and technological revolution. It’s also a key area for a new round of international competition, so we needed to seize the chance and the advantageous position for future development.

    Xi Jinping said that China needed to have new break through in key technologies which were core elements of independent innovation. It would stimulate the advantages of China’s socialist system, a new type of whole nation system and a super-large scale market; improve the basic research and development ability of digital technology; develop key and core technology; realize high-level independence and get the initiative to develop digital economy.

    Xi Jinping stressed that China needed to speed up the construction of a new-type infrastructure and build smart and comprehensive digital information infrastructure that was with high-speed, wide spread, satellite connection, integration of cloud and computer, smartness, convenience, green, low-carbon, safety and controllable feature, so as to realize free circulation of information in economic and social development. Relating departments should promote industrialized and large-scale application; make breakthrough in key software and make software industry stronger, so as to improve innovative and supply ability of key software technology.

    Xi Jinping said that the industry needed to push forward the integrated development of digital economy and real economy; follow the trend of being digital, smart and internet-based; push forward the digitalization of manufacture industry, service industry and agriculture; use new internet technology to improve traditional industries in all aspects and in whole chain; improve the production rate of all factors and make full use of digital technology to magnify, multiply and increase the economy. The industry needed to push forward the high-level integration of the internet, big data and AI with the industry. To cultivate a batch of “special, high-quality, unique and new” enterprises and manufacturing enterprises dominating a single aspect. Companies also needed to develop key sectors of the digital industries; enhance the competence of the the key section in the industrial chain; improve the system of the supply chain of the key industry and accelerate the upgrade of products and services.

    Xi Jinping stressed that digital economy must develop within the limitation of laws and other stipulations. Governments needed to attach equal importance to development and supervision. The industrial standards should be established along with the development and the industry would progress when it followed rules. The government needed to improve market access institution; inspection system to supervise fair competition; supervising system to oversee fair competition; a supervising system that was all-aspect, multi-level and three dimensional and a supervising system for full chain and in all aspects before, during and after the event. Governments needed to rectify behaviors and actions harming people’s interest and impeding fair competition; to prevent platform monopoly and out-of-order competition; protect legitimate interest of platform practitioners and consumers and enhance tax supervision and tax inspection.

    Xi Jinping said that the government needed to improve the governing system of digital economy; to enhance law, stipulation and policy system; perfect systems and mechanisms; improve the level of China’s governing system for digital economy and the modernization of governance. The government should clarify the cooperation and division of work for departments in charge and supervising institutes. Relating departments needed to improve methods and technologies of supervising and the supervising and governance should cover the whole process, including innovation, production, sale and investment; to clarify responsibilities and obligations of platforms and enterprises and set up a system for industries’ self inspection; to form a concerted supervise strength composed of social, media and public supervising; to perfect national security institute system; to improve the theoretical research of digital economic development; to offer suggestions for the progress of digital technology and economy; to participate in international cooperation for digital economy; to participate in the negotiation of issues relating to digital economy of international organization; to start bilateral and multilateral digital governance cooperation; to safeguard and perfect multilateral governance system for digital economy and to bring up China’s plan and let the world heard China’s voice.

    Xi Jinping stressed that digital economy related to national development, so the nation should do well in the top-level design and the construction of systems and mechanisms and enhance the judgement of the situation, seize opportunities and to gain the initiative. Heads of the governments of every level needed to improve thanking ability relating to digital economy, professional quality, ability to develop digital economy and safety awareness, so as to push digital economy to better service and to be integrated into a new developing structure. China would also improve the digital quality and skills of all people in the society, so the social foundation of the development of China’s digital economy would be solidified.
