In the afternoon of October 12th, Xi Jinping, Chinese president, attended the 15th Meeting of the Conference of the parties to the convention on Biological diversity (COP15) in Kunming through video and delivered a keynote speech.
Xi Jinping said that biodiversity enabled the world to be full of lives and was the foundation of human’s survival and development. Protecting it was conducive to safeguard the earth and to promote human’s sustainable development. The COP15 in Kunming was significant for the setting of the goal and path of the global biodiversity in the future. The international community needed to enhance cooperation and to spent joint effort in the same direction, so as to build a community for all lives on earth.
Xi Jinping said that human and nature should coexist in a harmonious way. We needed to respect and protect nature and follow the law of nature, so as to make the earth a home for harmonious coexistence of man and nature. Lucid water and lush mountains were great fortune. Sound ecological system was a wealth for nature and economy, relating to the potential and driving force of social and economic development. We needed to form a green development method to support economic development and environmental protection, so as to make earth with progressing economy and environment. Covid-19 was a shadow for global development. To recovery economy and to protect environment, we needed to be more solidified, overcome difficulties, benefit people in every country fairly with more development achievement and better ecology and construct a home for common development.
Xi Jinping stressed that we were in an era of challenge and hope. We needed to cooperate for our common future and started a new journey for human’s high-quality development.
First, the relationship between man and nature should be straighten with the lead of the construction of ecological civilization. The government needed to solve the conflict brought by the industrial civilization; reduce human activity to the limit of ecological environment and carry out integrated protection and systematic governance of mountains, rivers, lakes, forests, lands and desert.
Second, use green transformation as a driving force to support global sustainable development. The government needed to build a recycle economic system that was green and low-carbon; turn advantage of ecology into that of development and gain profit from lucid water and lush mountains. The international society should enhance green international cooperation and share the achievement of green development.
Third, the government needed to view people’s welfare as center and to support social fairness and justice. The authority needed to bear people’s wish for a good life in mind and to realize win-win cooperation in environment protection, economic development, job increase and poverty alleviation, so as to enhance the senses of gain, happiness and security of people in different countries.
Forth, a fair and reasonable international governance system must be safeguarded on the basis of the international law. Countries needed to follow real multilateralism as well as observe and implement international rule. The international community should find a balance of being ambitious and being practical and build a more fair and reasonable global environmental governance system.
Xi Jinping said that the construction of China’s ecological civilization had achieved significant result. China would continue to push forward the construction of ecological civilization and to follow new development ideology that was innovative, coordinated, green, open and shared by all.
Xi Jinping announced that China would be the lead to support the protection of biodiversity in developing countries by offering 1.5 billion yuan to establish Kunming biodiversity fund. China called for and welcome all parties to donate to the fund.
Xi Jinping said that China had been constructing a nature protected area system with natural park as the main part to enhance the preservation of biodiversity. The most important natural and biological system, the must unique natural scenic beauty, the most outstanding natural heritage and the area with the richest biodiversity would be included into the national park system. To reach the goals of carbon peak and carbon neutrality, China would gradually establish a series of measures for support and guarantee as well as implementation plans for carbon peak in key areas and industries, so as to construct a “1+N” policy system of carbon peak and carbon neutrality. China would continue to push forward the adjustment of industrial and energy structure, develop renewable energy and set up large-scale bases for wind and photovoltaic energy.
In the end, Xi Jinping highlighted that if we spent considerable effort to protect environment, it wouldn’t fail to reward us. Ecological civilization was in line with the historical tendency of the development of human civilization. Let us work hand in hand, follow the principle of ecological civilization; be responsible for the future generation and construct a community for all lives on earth and a clean and beautiful world.
