In the morning of April 16^th, Beijing·Pinggu World Leisure Congress is held in the Jinhaihu International convention and exhibition center of Pinggu District. Cai Qi, secretary of municipal party committee of Beijing, announces the opening. Speeches are delivered by Hu Heping, vice minister of Publicity Department of Central Committee and cultural and tourism minister, and Chen Jining, major and deputy secretary of Beijing Municipal Party Committee. Heads of the Cultural Exchange Organization of Presenting China to the World attend the conference.

    Hu Heping extends warm welcome to representatives of all sectors who come to the conference. He says that this year’s World Leisure Congress is a platform of mutual communication for every country. It will help to improve the level of tourism and leisure industries in Beijing and build a city of leisure and of beauty with higher standards, higher qualities and higher level. The Ministry of Culture and Tourism will implement the “14^th Five Year Plan”; make a good top-level design according to principles of cultural lead, innovation-driven, quality first and service to people; guide people to attach importance to the value of leisure and promote the kind of leisure that is positive, healthy and of high moral standard; enrich industries by creating leisure brands that is of traditional foundation, cultural connotation, Chinese characteristics and world influence as well as improve abilities by developing technology by enabling leisure areas to be more and more based on digitization, internet and smart technology. The aim is to make tourism and leisure industry a happy one to meet people’s demand for happy lives, a promising one that can implement new development ideology and construct new development structure and a comprehensive one that can promote multiple industries the integration of culture and tourism.

    Chen Jining says in his speech that in recent years, Beijing has been building a harmonious and inhabitable international city by implementing new developing ideology; improving the quality of lives in cities by constructing a leisure environment, developing leisure industries and providing leisure service and enabling the city to more and more like an integration of nature and culture, of city and countryside and of prosperity and tranquility. Beijing will make itself a scenic beauty with blue sky, lush mountains and clear waters by sticking to Xi Jinping ecological civilization ideology, green concept of development with ecology as a priority and “green Beijing” development strategy. The government will push forward healthy and scientific life styles by making good use of World Leisure Congress to share the most advanced leisure ideology with most solid scientific foundation to the world. China will also push the construction of free trade pilot zones and comprehensive demonstration zones for the openness and expansion of service industries as well as support leisure industry development and international cooperation on the basis of higher opening level to provide more abundant leisure products and service.

    Before the opening ceremony, Cai Qi meets the chairperson of the council of World Leisure Organization via video, alone with Hu Heping and Chen Jining. Heads of Beijing People’s Government and of relating departments of the CPC Central Committee, including Cai Qi, Hu Heping and Chen Jining, visit the exhibition of World Leisure Congress, going to the first international case award of international leisure life style, China’s international mind games challenge, enjoying life--cultural and tourism Pinggu, houses with peach trees in the courtyard, CYTS exhibition and Huawei exhibion one after another. The theme is “improving living quality” and is held both online and offline.
