Recently, Law of the People's Republic of China on the Promotion of Revitalization of Rural Areas was passed in the 28^th session by the 13^th National People’s Congress Standing Committee. It will be implemented since June 1^st of this year, offering strong legal guarantee for the comprehensive implement of rural revitalization.

    The law on the promotion of rural revitalization not only specifies the principles of strategy, but also gives detailed stipulations in terms of industrial development, human resource support, cultural prosperity, ecological protection and other aspects. Tourism is a comprehensive industry, covering a wide range of areas as well as with strong driving force and high degree of openness. In recent years, it has been playing an important role in poverty alleviation and rural revitalization. The law provides legal standards for local governments to make most of their resources as well as to promote the development of red tourism, rural tourism and other rural industries, so tourism can play a more important role in rural revitalization.     The law on the promotion of rural revitalization clearly stipulates that governments at all levels should make full use of rural resources and good ecology to support rural industries including red tourism, rural tourism leisure agriculture and so on, and to support key villages’ construction for tourism and leisure agriculture. Rural tourism is already developing with promising momentum. With legal guarantee from new rules, it can progress in a more healthy and stable way.
    Recently, strong and continuous driving force has been added to rural revitalization for every place have been stepped on the road of characteristic industry development, promoting red tourism, rural tourism and other industries based on local condition.
    Anyuan County in Ganzhou City of Jiangxi Province is an old revolutionary base area, boasting abundant red tourism resource. In the few years ago, the county has been spending effort for red tourism development, launching tourism products combination including but not limited to “red tourism+research and study” “red tourism+ecological tourism” and “red tourism+leisure and health”, all of which are one-stop characteristic tourism brands. “Tourism is important for the accelerated development and construction of Anyuan County in ‘the 14^th five year plan’,so we will make full use of red tourism resource and let it become an important growth point of poverty alleviation and rural revitalization. ”, said the person in charge of Culture, Radio, Film, Press and Publication Tourism Bureau in Anyuan County.
    Rural tourism is an important carrier of rural revitalization in Changxing County of Huzhou City in Zhejiang Province. The place is rated as the national demonstration county of leisure agriculture and rural tourism, and the demonstration county of all-for-one tourism in Zhejiang Province. “The law on rural revitalization is conducive to the standard construction of rural tourism and the discovery of new economic growth point, so it can help villages and local people to be rich. The next step is to increase the supply of rural tourism products, so lucid waters and lush mountains can be invaluable assets and the whole county can be an early example of socialist modernization in Yangtze River delta.”, said Liu Wenxian, the deputy director of Bureau of Culture, Radio, Television, Tourism and Sports in Changxing County.
    Every vacation, farm yards and specialty home stay attract a lot of tourists. In the past two years, the Jiayuguan City has been focusing on project construction, festival and exposition economy, industrial development and environment improvement to develop new businesses including rural tourism, recreational sight-seeing, fruits and vegetables picking garden, rural food and rural homestay. “This year, we will promote the development of hundreds-mu pear tree garden in Shiqiao Village of Wenshu County, the expansion of homestay in ‘Henggoutun’, the rural complex project of Anyuangou custom village and other projects. We will also optimize tourism infrastructure and encourage villagers to participate rural tourism development.”, said Bai Yingdong, the deputy director of the Suburb Work Office of Jiayuguan Municipal Government.
    In the law on rural revitalization are principles including the adherence to farmers’ main position, respect farmers’ wishes, the guarantee of farmers’ democratic rights and other legitimate rights, the promotion of farmers’ enthusiasm, initiative and creativity and the protection of farmers’ fundamental rights. The stipulation is an important guidance for rural tourism development, ensuring farmers’ self-development by letting them share the profit of rural tourism development.
    In fact, during the specialty industrial development of rural tourism in all places, the government sticks to the people-centered development philosophy, establishes benefit related mechanism and make sure that the profit of tourism is shared by farmers.

The company encourages villagers to run businesses by contract like sheepskin rafts in local scenic areas. “In tourism development, we always respect farmers’ wish and encourage them to be a part of rural tourism development. Last year, the transformation of Shapotou Village into a scenic area was approved in the villagers' meeting. Now, we have been regulating standard management of agritainments and introducing professional management personnel, hopping Shapotou Village can be a integrated eco-tourism sight-seeing scenic area of leisure, recreation, sight-seeing, catering, hotel and picking fruits and vegetables.”, said Niu Shujing, the chairperson of the village committee.

    The law on rural revitalization stresses on the wide influence of innovation, coordination, green, openness and sharing as well as highlights harmonious co-existence between man and nature, green development and ecological civilization construction. The country encourages people to invest social capital to projects liking to farmers’ profit as well as to have trips and spend vacation in villages. Senior citizens are also encouraged to go there. But they must know it’s forbidden to destroy ecological environment, to harm rural collective economic organization or to damage other member’s legitimate rights. Because of this, the standards of rural tourism are set, so good environment can be better transferred to profit and sustainable development is supported.
    In recent years, in the development of rural tourism, all local governments hold that ecological protection is priority, which must be followed before transforming ecological advantages to industrial development advantages.
