On May 26th, the 2025 Cultural Powerhouse Construction Summit Forum opened in Shenzhen, Guangdong Province. Li Shulei, a member of the Political Bureau of the Central Committee of the Communist Party of China and minister of the Publicity Department of the Central Committee, attended and delivered a keynote speech. The Third Plenary Session of the 20th Central Committee of the Communist Party of China made comprehensive arrangements for further comprehensively deepening reform and clearly put forward the major task of deepening the reform of the cultural system and mechanism. We should aim at the goal of building a culturally strong country, enhance a sense of responsibility and urgency, and with greater courage promote the reform of the cultural system and mechanism, further liberate and develop cultural productive forces, and solidly promote cultural prosperity.
The guests attending the meeting stated that the reform should adhere to a problem-oriented approach, be systematically planned, make breakthroughs in key areas, and adopt comprehensive measures, with a focus on eliminating drawbacks and promoting benefits to solve the problems in cultural development. To promote the integration of culture and technology, we should deeply implement the national cultural digitalization strategy, make good use of cutting-edge technologies such as artificial intelligence, and accelerate the digital empowerment and information-based transformation of cultural construction. We should uphold an open and inclusive attitude, thoroughly implement the Global Civilization Initiative, promote open cooperation in the cultural field, and deepen exchanges and mutual learning among different civilizations.
The theme of this forum is "Deepening the Reform of Cultural Systems and Mechanisms to Stimulate Cultural Innovation and Creativity", and it is hosted by the Publicity Department of the Communist Party of China Central Committee. Responsible officials from central propaganda and cultural units, the publicity departments of the Party committees of all provinces, autonomous regions and municipalities directly under the Central Government, relevant central ministries and commissions, some cultural enterprises and public institutions, and experts and scholars from relevant think tanks attended the forum.
