Improving the country's cultural soft power is related to the realization of the Two Centenary Goals and the Chinese dream of the great rejuvenation of the Chinese nation. General Secretary Xi Jinping has emphasized that to do a good job of propaganda and ideological work in the new situation, we must consciously undertake the mission of raising the flag, rallying the people's hearts, fostering new people, revitalizing the culture and presenting an image. To present an image means to promote the building of international communication capacity, tell a good Chinese story, disseminate a good Chinese voice, present a true, three-dimensional and comprehensive China to the world, and improve the country's cultural soft power and the influence of Chinese culture. As we know, the enhancement of cultural soft power cannot be separated from the expansion of the dissemination and radiation power of culture, and the key to the expansion of the dissemination and radiation power lies in the enhancement of international communication capacity, which makes international communication capacity an important means and an effective tool to enhance cultural soft power. At present, countries around the world are facing the challenge of channels, and Western countries led by the United States are using national security and ideology as pretexts to block their international communication channels and curb the rise of soft power in other countries. It can be said that channel building has become a decisive factor in enhancing cultural soft power in the face of the increasing complexity of international public opinion. International communication capacity building fits the need for channels to enhance cultural soft power. Platforms connect products and users, are the intermediate link between products and users, and are the pivotal link in international communication, as well as the key link in promoting international communication capacity building. In the current global information era, along with technological progress, international communication is showing new features of platformization - from individual content going out” to communication platforms going out, which relies on the operation of communication platforms. The core of the success of international communication in the era of platformization lies in the control of communication platforms. Whether it is a traditional cultural platform that extends traditional cultural communication, the coordination of new digital platforms based on new technologies, or the effective collaboration of communication platforms in other countries around the world, all of these will be key factors in determining the reach, acceptance and impact of cultural content communication.

At present, platforms have become a new strategic consciousness, and user thinking, or finding people with information, has become a new growth point in international communication capacity-building, while also providing an important venue for the expression, debate and dissemination of values. However, the current international communication platforms are at a stage of monopolization and confrontation, with Western countries, led by the United States, monopolizing the communication platforms by virtue of their technological advantages and shaping the so-called hostile” communication platforms by virtue of their political discourse advantages, resulting in the lack of platforms for cultural communication in other countries. The construction of platforms is an important part of international communication capacity building, providing an important way to break the monopoly of platforms and platform confrontation in the West, and an important place for the expression, debate and dissemination of cultural values. It can be seen that the enhancement of cultural soft power cannot be separated from the support of international communication platforms, and international communication capacity building provides an important venue for the enhancement of cultural soft power.
