Located in the west of Henan Province, Luoyang is listed by the United Nations as a world-renowned cultural city. It is one of the eastern starting points of the ancient Silk Road and one of the world's four holy cities (Jerusalem, Mecca, Luoyang and Athens), boasting considerable city influence in the world.

The name "Luoyang" originates from the city's location on the north or sunny ("yang") side of the Luo River. Located in the middle reaches of the Yellow River, Luoyang is surrounded by mountains and rivers, bordering Qinling Mountains to the west, Song Mountains to the east, Wangwu--Taihang Mountains to the north and Funiu Mountains to the south. Therefore, it is a strategic transportation hub in China extending in all directions.

Luoyang boasts thousands of years of history and civilization, including its history as a city and the capital of China. Many legendary figures in ancient Chinese tales, such as Fu Xi, Nv Wa, the Yellow Emperor, Yao, Shun and Yu originate from here. Starting from Xia, China 's first dynasty, thirteen dynasties chose Luoyang as their capital, namely Shang, Western Zhou, Eastern Zhou, Eastern Han, Wei and Jin, Northern Wei, Sui, Tang dynasties etc. It has 1,500 years of history as capital of China, which is the longest in China. More than 100 emperors lived and controlled China in Luoyang which is known as one of the Four Great Ancient Capitals of China along with Xi'an, Nanjing and Beijing.  It is the place where Wu Zetian, the only female emperor in ancient China, chose as her capital and the only city that is legally named as Divine City. The Heluo culture centered in Luoyang is one of the origins of the Chinese civilization, nurturing River Maps and Luo Books, Confucianism, Buddhism , Taoism, metaphysics and Neo-Confucianism. It the place where the Silk Road and Beijing-Hangzhou Grand Canal converges. The Peony of Luoyang, the national flower of China, is also known around the world.

Situated in the center of China, Luoyang is characterized by the combined features of majesty in the north and gentleness in the south of China. Since the creation of the world, Luoyang has been admired by all as a divine city owing to the picturesque beauty. Luoyang represents the original China in its earliest form.

Luoyang is surrounded by varied mountains and strategic passes, bordering Mangshan Mountain to the north, Yique Pass to the south, Hulao Pass to the east and Hangu Pass to the west with Luo River traversing through, making it one of the transportation hubs in China extending in all directions. As a result, it is the place of strategic importance for emperors aspiring to control the Central Plains, thus becoming the most important political, economic and cultural center in ancient China.

The Luo River region centered in Luoyang is one of the cradles of Chinese civilization. Many Chinese deities such as Fuxi, Nvwa, the Yellow Emperor, Yao, Shun and Yu all lived here. Meanwhile, Luoyang is also the capital of China for some 3,000 years, many names of ancient China coming from Luoyang and Heluo civilization. In 1960 a large-scale base on the upper layer of Erlitou Relics dating back to the Xia Dynasty was discovered in Yanshi of Luoyang.

Luoyang is a textbook of Chinese culture, epitomizing its beginning, development and prosperity. The Heluo culture and civilization centered in Luoyang, in particular, is the core of Chinese culture.
